Congressman Castro Supports Legislation to Prevent Secretary of State from Revoking U.S. Passports

Freedom of speech and freedom of conscience are among the most fundamental civil liberties our Constitution protects. My amendment prevents the Secretary of State to revoke U.S. Passports on the basis of speech or belief, effectively penalizing Americans for exercising their First Amendment rights.
