Castro testifies before Rules Committee on "illegal alien" amendments

Congressman Castro testifies before the House Rules Committee on his FY 2017 Legislative Branch Appropriations amendments seeking too allow the Library of Congress to move forward with its proposal to replace "illegal alien" in its subject headings system.
