FY2024 Community Project Requests
This spring, Congressman Joaquin Castro submitted federal funding requests to the House Appropriations Committee for community-based projects in the 20th Congressional District of Texas.
Under guidelines issued by the Appropriations Committee, each representative may request funding for up to 15 projects in their community for fiscal year 2024 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Congressman Castro has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested. Since the Community Project Funding process launched in 2021, Congressman Castro has secured more than $26 million for a wide array of projects – from small business incubators to home rehabilitation. While aspects of the application and funding process have changed with the new Republican House majority, his commitment to bringing federal funding home to San Antonio remains the same.

Project Name: San Antonio International Airport – Remain Overnight Aircraft Parking Proposed Recipient: City of San Antonio

Explanation of Request: The Remain Overnight (RON) Parking Relocation project will support the growth of the San Antonio International Airport by allowing apron space currently used for aircraft parking RON to move to a new location to allow for the construction site of a New Terminal and relocate a needed expansion of RON space to accommodate existing and future airline partners.

Project Name: Port San Antonio Complete Streets Conversion
Proposed Recipient: Port Authority of San Antonio

Amount of Request: $16,130,057
Explanation of Request: The funding would be used to convert three streets, General Hudnell Dr., General McMullen Dr., and Billy Mitchell Boulevard into a network of complete streets on the Port San Antonio campus. The street improvements will expand pedestrian, and bicycle infrastructure and provide safety improvements to transit infrastructure for residents.

Project Name: Concepcion Creek – Phase 1
Proposed Recipient: Texas Division of Emergency Management

Amount of Request: $ 10,000,000
Explanation of Request: This project is an initiative by the City of San Antonio to mitigate the harms of a 100-year flood that would affect 1,400 properties and over 2,000 structures. It will prevent future loss of life and property in the event of a flood.

Project Name: VIA Second Maintenance and Operations Facility Planning

Explanation of Request: The funding would be used to cover costs associated with the public involvement, planning, engineering, and environmental studies leading to land acquisition for the Second Maintenance and Operations Facility.

Explanation of Request: This funding would be used to rehabilitate a building in an economically disadvantaged neighborhood to turn it into a Community Economic Empowerment center.

Project Name: Generators for Pump Stations - San Antonio, TX
Proposed Recipient: San Antonio Water System

Amount of Request: $2,000,000
Explanation of Request: Following the 2021 freeze in Texas, SAWS initiated a multimillion dollar project to ensure water pumping stations remain operable during extreme weather events and electricity outages. The $2,000,000 will be used in FY24 to install generators and pumping stations across San Antonio and TX-20.

Project Name: Medicinal Chemistry Infrastructure for Hepatic Steatosis Therapeutic Development
Proposed Recipient: University of Texas Health Science Center San Antonio

Explanation of Request: The funding would be used to acquire laboratory equipment and instrumentation for the Center for Innovation Drug Discovery (CIDD-HS) where new chemical synthetic techniques will be generated to discover novel treatments for hepatic steatosis.

Project Name: Critical Needs Infrastructure for Affordable/Workforce Housing Communities
Proposed Recipient: Opportunity Home San Antonio

Amount of Request: $1,900,000
Explanation of Request: The funding would be used for maintenance, renovations and critical repairs identified through conducting a physical needs assessment at two properties owned by Opportunities Home San Antonio. The rehabilitation of these properties will preserve the affordable housing stock in San Antonio.

Project Name: Women’s Live and Learn Center: Workforce Development and Housing for Women
Proposed Recipient: Young Women's Christian Association

Explanation of Request: This funding will be used to rehabilitate a building to provide secure housing and enable people to enroll in post-secondary, workforce certification, education, and training.

Project Name: SaveNow Casa Verde Weatherization Program
Proposed Recipient: City Public Service

Amount of Request: $1,000,000
Explanation of Request: This project aims to expand the reach and impact of Casa Verde, an energy efficiency program by CPS Energy that targets low-income residents in San Antonio. Casa Verde provides insulation and weatherization services for homes, resulting in lower energy costs for low-income residents. However, many applicants are ineligible for Casa Verde because their homes require additional repairs. This project will fund these repairs and enable more homes to participate in Casa Verde.

Project Name: Project Building Up!
Proposed Recipient: Merced Housing Texas
Address: 120 W. Mistletoe Ave. San Antonio, TX 78212
Amount of Request: $1,000,000
Explanation of Request: The funding would be used to repair the homes of low-income homeowners in the Texas 20th Congressional District. The rehabilitated homes will be renovated to address ADA modifications, energy consumption, safety issues among other concerns to provide better living conditions for the homeowners.

Project Name: Uplifting and Empowering Families through Energy Efficiency
Proposed Recipient: San Antonio Metropolitan Ministry, Inc. dba SAMMinistries

Amount of Request: $765,081
Explanation of Request: The funding would be used for a rehabilitation project aimed at improving the energy efficiency of the Transitional Living and Learning Center (TLLC) at SAMMinistries. The project will replace old windows, install select Packaged Terminal Air Conditioners, and fit shut-off valves in resident showers in the 60-year-old building.

Explanation of Request: The purpose of this project is to renovate, update, and correct the South San Civic Center to accommodate residents and be in compliance with the American with Disabilities Act.

Project Name: BiblioTech Lerma’s Parking Lot Redevelopment
Proposed Recipient: Bexar County Commissioners Court

Amount of Request: $250,000
Explanation of Request: This funding will be used to acquire property to redevelop land to create a parking lot to enable access to the BiblioTech Digital Library. The BiblioTech Digital Library improves the neighborhood and helps bridge the digital divide throughout San Antonio.

Project Name: Las Palmas Library Branch New Learn Center Construction

Explanation of Request: The San Antonio public library system’s Learn facilities are designed to help adults with workforce development skills and assist them with career goals and other professional development opportunities, including through writing resumes and finding jobs. This project would fund the construction of a new Learn Center at the Las Palmas library that would eventually support residents of San Antonio with workforce development programs and serve as a community center.
