Castro: Crisis at border questions who the U.S. considers a refugee in the 21st Centrury

Congressman Castro discusses the humanitarian crisis at the border with David Gregory on NBC's Meet the Press. Castro says that the U.S. needs to decide who will be considered a refugee in the 21st century, argues many of the children coming from Central America would qualify for asylum.
